Approved Vaccine Inconsistency Could Delay the Restart of International Travel

The restart of international travel could be seriously delayed without worldwide reciprocal recognition of all approved COVID-19 vaccines, says the World Travel & Tourism Council (WTTC).The global tourism body, which represents the global private Travel & Tourism sector, has issued its warning following concerns tourists face being turned away at the borders because countries don’t have a common list internationally recognised and approved COVID-19 vaccines.This comes just days after a number of British holidaymakers, who had been administered the Indian Covishield batch of the Oxford/AstraZeneca vaccine, were rejected entry into Malta despite the drug being chemically identical to the UK-made vaccine.Over the past few weeks reports of holidaymakers facing obstacles to entry have been on the rise, with some even being prevented from boarding their flights to destinations.WTTC believes that once again, the lack of international coordination to agree on a list of approved vaccines, is creating yet another major stumbling block for the restart of international travel.This comes despite most vaccines have secured the approval of the World Health Organisation (WHO) or Stringent Regulatory Authorities (SRAs), such as the UK’s the Medicines and Healthcare products Regulatory Agency (MHRA) and the Food and Drug Administration in the US, and the European Medicines Agency (EMA).Reports of travellers being turned away because they have the ‘wrong’ vaccine batches or ‘unrecognised’ vaccines have fueled concern from consumers, deterring them from booking and thereby damaging the already struggling Travel & Tourism sector.The plea for reciprocal recognition for all vaccines and vaccine batches forms part of WTTC’s four new guidelines which are aimed at safely resuming international mobility and save the millions of jobs and livelihoods which depend on this sector, while kick-starting the global economic recovery.Virginia Messina, Senior Vice President WTTC, said: “Reciprocal recognition of all vaccine types and batches is essential if we are to avoid any further unnecessary and damaging delay to restarting international travel.“The failure of countries to agree on a common list of all approved and recognised vaccines is of huge concern to WTTC, as we know every day travel is curbed, more cash-strapped Travel & Tourism businesses face even greater strain, pushing ever more to the brink of bankruptcy.“We can avoid this by having a fully recognised list of all the approved vaccines – and vaccine batches – which should be the key to unlocking international travel, not the door to preventing it.“It will also give holidaymakers and travellers the confidence they need to book trips, flights and cruises, confident in the knowledge that their fully-vaccinated status will be internationally recognised.”WTTC says the restoration of safe international travel can be achieved by following its four guidelines.Through a combination of COVID-19 testing, vaccination, digital health travel passes and the use of health and safety protocols, such as wearing face masks, safe international mobility can resume while at the same time saving millions of jobs and livelihoods which depend on the sector and kick-starting the global economic recovery. WTTC’s fundamental guidelines to restore international mobility while safeguarding public health include: Appropriately reduced protocols for vaccinated travellers, including no need for testing or quarantine for those fully vaccinated. Global recognition for international travel of all vaccines authorised for use and deemed safe and effective by the WHO or by the WHO recognised SRAs.A data driven, risk-based and internationally harmonised approach to re-establishing freedom of movement, that is consistent across countries, easy to communicate and clearly understood by travellers.Global adoption of ‘digital health passes’ which enable travellers to easily obtain and verify their vaccination status, negative COVID test result or natural immunity from a previous infection. These must work with existing border control and travel operator systems accepted by all countries. Digital verification of a traveller’s COVID status prior to travel will avoid lengthy and unsafe queues in transport hubs and terminals.Continued implementation of high-quality health and safety standards throughout all areas of the Travel & Tourism sector, including continued adoption of the WTTC’s Safe Travel Protocols and Safe Travel Stamp, with the continued wearing of face masks in crowded and enclosed areas as well as on all forms of public transport. WTTC advocates the full implementation of these proportionate and responsible guidelines for travel during over the next few months, as many travel restrictions begin being eased as major travel markets begin to reopen.This is against the backdrop of a successful vaccination roll out, with a subsequent decrease in deaths, cases, and hospitalisations in many countries. However, variants will continue to be cause of concern as the world struggles to emerge from the effects of the pandemic.

Tehran hosting Islamic countries on health tourism

The 5th edition of the International Health Congress of Islamic Countries started in Tehran on Tuesday, aiming to find new opportunities for cooperation and development of health tourism among Muslim nations. Being held at IRIB International Conference Center, the congress is organized by the Health Tourism Development Center of Islamic Countries (HTDC) and supported by ministries, federations, institutions, and organizations in health tourism as well as private and governmental health service providers, the official website of the event announced. The three-day event has brought together seniors and experts from governmental and private sectors in the health tourism industry. The congress is being held in five specialized panel discussions of medical tourism, sports tourism, natural, wellness, and food tourism, medical and laboratory equipment, and nutrition and healthy food. The event started its official operations in 2015 with the aim of playing an effective role in developing economic relations and facilitating the networks between stakeholders in the health and health tourism industry. The developing health tourism industry is one of the most important fields of Iran’s travel sector, which is trying to prove its capabilities and capacities in attracting medical and health tourists to the country. Many domestic experts believe that medical tourism in Iran is a win-win opportunity both for the country and foreign patients, as they are offered affordable yet quality treatment services and the country gains considerable foreign currency. Iran’s two most popular medical tourist cities are Tehran and Mashhad, but the coronavirus outbreak has significantly reduced the number of travelers. Iran is one of the major destinations for health tourism in the region, and patients with 55 different nationalities, mostly from neighboring countries including Iraq, Kuwait, Bahrain, Qatar, Saudi Arabia, Oman, Pakistan, Afghanistan, Tajikistan, and Turkmenistan are seeking to use Iran’s services and facilities in this field. Iranian hospitals admitted nearly 70,000 foreign patients over the Iranian calendar year 1397 (March 2018 – March 2019) and it made an economic contribution of around $1.2 billion to the country, according to the medical tourism department at the Ministry of Health. In April 2018, the rotating presidency of the International Health Tourism Conference of Economic Cooperation Organization (ECO) was handed to the Islamic Republic for a three-year term. Mohammad Jahangiri who presides over a national center for developing health tourism said in May 2018 that Iran can annually earn $7 billion in medical and health tourism, though the sector now brings in only one-seventh or even lesser of the sum. The Islamic Republic has set its goals to exceed its yearly medical travelers to around 2 million in the Iranian calendar year 1404.

The 6th Meeting of the Ministers in Charge of Tourism of the Turkic Council convened on 24 June 2021 in Kokand,Uzbekistan. The meeting was hosted by the Deputy Prime Minister – Minister of Tourism and Sports of the Republic of Uzbekistan H.E. Mr. Aziz Abdukhakimov, moderated by the Secretary General of the Turkic Council H.E. Baghdad Amreyev and attended by the Chairman of the State Tourism Agency of the Republic of Azerbaijan, H.E. Fuad Nagiyev; Minister of Culture and Sports of the Republic of Kazakhstan H.E. Aktoty Raimkulova; Minister of Culture and Tourism of the Republic of Turkey H.E. Mehmet Nuri Ersoy; Deputy Chairman of the Cabinet of Ministers, Deputy Minister of Economy and Finance of Kyrgyz Republic H.E.Seyit Rysaliev and Ambassador of Hungary to Uzbekistan H.E.Peter Szanto. Secretary General Baghdad Amreyev briefed the Parties regarding the current state of tourism and developments, as well as the socio-economic implications and reflections of the Covid-19 pandemic in the regional and global level. Informing the Parties on the tourism relations among the Member States, as well as undertakings and activities of the Secretariat, Secretary General expressed that the close collaboration and coordination among the Turkic countries are of utmost importance to mitigate the negative effects of the pandemic, as well as attract more tourists to the region in the post-pandemic period. Secretary General of the Turkic Council communicated the new programs and projects namely “Turkic World Tourism Capital”, “Tabarruk Ziyorat” and “Tourism Map of the Turkic World” and underlined the importance of increasing the number of flights between the major cities of the Member and Observer States. The Secretary General also noted that vocational training programs provided in the field of tourism under the umbrella of the Turkic Council created a unique opportunity for the tourism employees in developing their skills, until now more than 1000 employees benefited from these trainings, the Secretariat will further coordinate the efforts for the continuation of the training and capacity building programs. As the outcomes of the Ministerial Meeting, the Ministers agreed to launch “Turkic World Tourism Capital” project in order to promote tourism in the region, in which one of the cities from the Member States will be designated as “Turkic World Tourism Capital” annually. At the end of the Meeting, city of Kokand announced as the first “Turkic World Tourism Capital” until the next Ministerial Meeting on Tourism of the Turkic Council. In this regard, international conferences and various events will be held in Kokand with participation of public sector, civil society, private sector, academia and other relevant actors from the Member States to promote tourism in the city, as well as promote the city in the Member States and the region. Ministers in Charge of Tourism exchanged experience, information and the precautions taken by the Member States for the safe travel of the tourists during the pandemic; discussed the current tourism relations among the Member States and ways to carry forward the cooperation in the sphere of tourism, as well as prospective plans in the post-pandemic period.  Ministers agreed to work on the details of the “TabarrukZiyorat” project and expressed their readiness to involve the holy places of the respective countries to the project. Parties agreed to prepare the “Tourism Map of the Turkic World” to list the main historical, cultural and touristic destinations in the Turkic World, which will be the reference project in determining the main touristic destinations in the Member States. Following the Ministerial Meeting, Secretary General held bilateral meetings with the Ministers in Charge of Tourism of the Turkic Council Member States. During the bilateral meetings, Secretary General and Ministers discussed the cooperation opportunities, as well as the future plans and projects in the field of tourism to realize in the bilateral and multilateral level.

Another recreational pier to be constructed in northern Iran

A new recreational pier will be constructed near the city of Noshahr, which is bounded by the Caspian Sea in northern Mazandaran province. Some 100 billion rials ($2.4 million at the official exchange rate of 42,000 rials per dollar) have been allocated to the project, which is to be carried out by the private sector, Noshahr’s tourism chief has announced. “Through the project, maritime tourism in the region will be reinforced and more tourists will be attracted,” IRNA quoted Mohammad Valipur as saying on Tuesday. There are also plans to construct twelve more recreational piers on the coastline of the city, but they have not yet found investors, the official added. Back in January, the head of Noshahr’s Fisheries Department Mostafa Rezvani said that constructing such piers could boost the infrastructure needed for developing fisheries investments. This capacity could also facilitate the activities of the fish farms in the coastal waters of the region, he noted. Last August, the construction of the first recreational pier in Mazandaran began in the city of Ramsar. Some 150 billion rials ($3.5 million) were allocated to the project, which aimed to enhance coastal and maritime tourism in the region. With a width of three meters and a length of 100 meters, the pier is being constructed by private investors in close collaboration with the provincial cultural heritage department. This pier is one of the 134 piers, which are decided to be built in the future across the province’s coastal strip, provincial tourism chief Mehran Hassani said. The project, which is planned to come on stream in one year, also includes restaurants, water sports space, and boat mooring. Stretched along the Caspian Sea and Alborz mountain range, Mazandaran is a popular destination for domestic holidaymakers and it is home to more than 3500 villages and rural areas.

The first-ever agritourism permit in Minudasht county has been issued for a vast farm, which is located in the lush green Golestan province in northern Iran, Minudasht tourism director announced on Sunday. Such permits are granted to eligible farm owners in the country to launch agritourism businesses, aiming to set certain standards in a move to ensure the quality of their services. Setting up in an area of 40 hectares, the farm is expected to create jobs for 100 people,” Reza Pourmehdi said, CHTN reported. The farm includes a greenhouse, gardens of blueberry, olive, pears, peaches, cherries, nectarines, pomegranates, and it has sections for wheat cultivation, and animal breeding, fish farming, and beekeeping, the official explained. Agritourism is a relatively new branch of the travel industry in which tourists stay with local people in rural areas. Farm/ranch recreation refers to activities conducted on private agricultural lands, which might include fee-hunting and fishing, overnight stays, educational activities, etc. Experts believe that in addition to the customer services jobs, agritourism pays special attention to the production sector, saying agricultural tourism is much more important and practical than other branches of tourism because it creates a new chain and diversity in the field of production and services. Agritourism and nature-tourism enterprises might include outdoor recreation (fishing, hunting, wildlife study, horseback riding), educational experiences (cannery tours, cooking classes, or tea or coffee tasting), entertainment (harvest festivals or barn dances), hospitality services (farm stays, guided tours, or outfitter services), and on-farm direct sales (u-pick operations or roadside stands). International luxury hospitality leader Four Seasons Hotels and Resorts, Tokyo Tatemono Co., Ltd, a developer of condominiums and office buildings, and Hotel Properties Limited (HPL), a Singapore-based real estate company, have announced plans for the One Dojima Project in Osaka, Japan, which will include a brand-new Four Seasons hotel. The One Dojima Project, which began construction on August 1, 2020, is a large-scale redevelopment project in the Kinki region of Osaka. The building will be approximately 195 metres high (49 stories) with a total floor area of approximately 85,000 square metres, making it one of the largest in Osaka City. The high-rise tower will feature residences by Brillia, a meeting hall that serves as a base for tourism and business, and the upcoming Four Seasons Hotel Osaka. The project will contribute to the development of Osaka by creating a new symbol of the city. Iran has the potential to become a destination for vaccine tourism regarding considerable efforts the country is making to develop series of domestic COVID-19 vaccines, the tourism minister Ali-Asghar Mounesan has said. There is a capacity to add ‘vaccine tourism’ to the ‘health tourism basket’ of the country after all [Iranian] people are received vaccines…. and the move could fuel a boom in the tourism sector of the country.” In the near future, we will possess the capacity to provide foreigner travelers with the COVID-19 vaccine, especially those from the neighboring countries,” Mounesan said. The Islamic Republic is among the first countries which started developing a vaccine against coronavirus, and now four companies are endeavoring to release their products by September and inoculate the whole population. Out of 16 vaccine production cases, four cases have received a code of ethics and are undergoing clinical trial; it is hoped that another three to four cases will succeed in receiving license by September. According to available data compiled by the tourism ministry, the number of foreign visitors to Iran plunged 94% in the first nine months of the past Iranian calendar year (ended March 20, 2021) as the coronavirus pandemic takes a heavy toll on the tourism industry. The coronavirus epidemic has ruined more than 1.5 million jobs in Iran’s travel sector, tourism minister Ali-Asghar Mounesan said in December. “Over 1.5 million jobs have been lost in the tourism sector of Iran due to the COVID-19 disease…. Many of the tourism-insiders are now unemployed or they are staying at home,” according to Mounesan. Tourism [industry of Iran] was growing before the corona [outbreak], its revenues reached $11.7 billion in 2019, which accounted for 2.8% of GDP, near the average share of tourism in the world GDP, which was 3.2 percent, the minister explained. The ancient land embraces hundreds of historical sites such as bazaars, museums, mosques, bridges, bathhouses, madrasas, mausoleums, churches, towers, and mansions, of which 24 being inscribed on the UNESCO World Heritage list. Under the 2025 Tourism Vision Plan, the country aims to increase the number of tourist arrivals from 4.8 million in 2014 to 20 million in 2025.

Iran is weighing plans to open its borders to vaccinated tourists though it isn’t yet clear exactly when tourists will be allowed to arrive. The Ministry of Cultural Heritage, Tourism, and Handicrafts have already started extensive consultations with other government ministries for the reopening of borders to vaccinated travelers, the deputy minister Vali Teymouri said on Wednesday. “One of the issues that we are pursuing strongly through various committees is the arrival of international citizens who have been vaccinated so that won’t pose a threat or concern to the Iranian society,” the official said. “We have put forward the proposal to the Ministry of Foreign Affairs, the Ministry of Health, and to the President (Hassan Rouhani) as well.” He went on to say that other countries are planning to open borders to vaccinated tourists. “We estimate that soon, various tourist destinations in the world, including the European Union, will open their doors to international tourists implementing a vaccine-passport approach….” Earlier in March, the Head of the Iranian Tour Operators Association Ebrahim Pourfaraj asked the government to issue tourist visas for the international applicants who have been fully vaccinated against COVID-19. “The Ministry of Health and the National Headquarters for Coronavirus Control can at least agree that the international tourists who have received the [second dose of] coronavirus vaccine would be allowed to enter Iran,” Pourfaraj said. He also lamented that the continuation of such a trend would result in losing international tourist markets more than before. “Or at least they should make it clear so that we can respond appropriately to foreign companies and tourists to not to miss the international tourist markets more than before,” he said.
